New runbook
Editing needs a wider window. On a phone this page is read-only — the catalog and every record work at any size, and the reasoning is in the specification. A step list on a small screen would show a sequence while the document is a graph, and teach the shape wrong.
Add a step
A step is created with its kind. There is no placeholder: a node nobody has decided about ends up in a draft, then in an undo stack, then in a file.

- decision — may lead to: branch
- wait — may lead to: next, retry
- escalate — may lead to: nothing; this is where a procedure hands off to a person
