Import a runbook

A URL is captured as provenance and a link. The text is yours to paste if you have the right to; the catalog does not adopt somebody else's page as its own, whatever the licence would allow.

Paste a SKILL.md, a wiki page, or anything with steps in it. Nobody rewrites an existing runbook by hand, so this page does the rewriting and asks you about the parts it cannot read. Nothing is sent anywhere: the text stays in this browser, and so does the draft it becomes.

The first move always works. P0 is frontmatter and a body, so any page at all becomes a valid record with its provenance attached before a single question is asked. Promotion to P1 is where the judgement is, and it arrives as questions rather than as answers.
